IPS Y Puran Kumar – Apparent Abetment to Suicide – A Slap on the Face ofCaste Ridden Society – Haryana IPS senior officer, Y. Puran Kumar committed suicide the other day at their residence in Chandigarh when his wife, Amneet P. Kumar, herself a senior IAS bureaucrat was away in Japan accompanying CM Nayab Saini on an official tour.  Puran Kumar has left a well drafted and duly typed

‘Final Note’ on the painful circumstances of taking his extreme step to end the retched life he was driven to by his own senior and junior colleagues belonging to the so called high castes in the  caste-ridden social system; Manuwad. Accordingly,  on her return from Japan, Amneet P Kumar, wife of deceased, has submitted a complaint to the Chandigarh Police seeking the registration of an FIR against DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarniya under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities Act) for allegedly driving her husband to suicide. Obviously, the Final Note of Y. Puran Kumar, prima facie, is a clear proof of the sordid conduct and behavior of the people named in it. In her complaint, Amneet said, “My husband, an officer of unimpeachable integrity and extraordinary public spirit, was found dead by a gunshot at our home. While official narratives suggest suicide, my soul cries for justice as a wife witnessing years of systematic humiliation, harassment and persecution inflicted upon my husband by senior officials, including Shatrujeet Kapur, DGP, Haryana,” She further said her husband had repeatedly invoked the SC and ST Act after being “subjected to caste-based slurs, exclusion from places of worship on police premises, mental harassment, public humiliation and atrocities by senior officers”. As I am writing this, as of now, no FIR has been accepted and registered by the police authorities. The wife of late IPS officer Y Puran Kumar, Amneet P Kumar, has submitted a detailed and urgent complaint to Haryana Chief Minister Nayab Saini, pressing for immediate action following the suicide of her husband. During a meeting with the Chief Minister, the bereaved family made it clear that they are unwilling to proceed with the post-mortem or last rites of Y Puran Kumar until an FIR is filed against those named in his suicide note and the related complaint.

Where the Thekedars of the caste ridden social order are who intend to eat the cake and have it too? Where is the SC & ST Atrocities Act? Where are the opponents of Reservation and proponents of the so called ‘creamy layer’? Somebody has to give answer to these questions. The caste system of Manuwad is the biggest enemy of India. Allama Iqbal said long before –

and savior of the rights of the underprivileged and depressed people of India on his Punia Teethi. Kanshi Ram was the flag-bearer of the mission and legacy of Babasaheb Ambedkar. Babasaheb Ambedkar did his best and succeeded in providing for the rights of the socially marginalized sections of the society in the legal and statutory edifice of the country as an intellectual face of the suffering masses against all odds. But it was Babu Kanshi Ram who translated his vision and dreams into reality through his relentless pragmatism and political acumen on the platform of BSP, a political outfit he floated on April 14, 1984 in association with the activists like Behn Mayawati, who later became his political heir, and others. BSP became a political force to reckon with in his life time and Behn Mayawati proved her mettle as CM of UP for the record four tenures under his mentorship. Though, it seems, the mass movement which Babu Kanshi Ram started with utmost toil and involvement has fizzled out as his heirs could not stick to his philosophy and self-less involvement yet Babu Kanshi Ram is relevant in the emerging political scenario in the country with his slogan in democratic set up based on One Vote – One Value and the slogan he gave – Jis Ki Jitni Sankhya Bhari; Utni Uski Hissedari.
